With a career spanning four decades marked by significant contributions to academia and public policy, he has served as the president and chief executive officer of the Lincoln Institute of Land Policy in Cambridge, Massachusetts, since 2014.

Dr. McCarthy has led the Lincoln Institute of Land Policy through significant growth. Under his leadership, the institute has expanded its workforce from 38 to 160 employees, more than tripling its budget. The expansion included former global partnerships with major organizations, including the United Nations, the World Bank, and the Organization for Economic Cooperation and Development (OECD).

Dr. McCarthy has also led strategic initiatives introducing new centers and capabilities to the institute, including the Babbitt Center for Land and Water Policy, the Center for Community Investment and the Center for Geospatial Solutions. One of his outstanding achievements was facilitating the institute's ability to confer undergraduate and graduate degrees through a merger with Claremont Lincoln University in 2022.

Before his time at the Lincoln Institute of Land Policy, Dr. McCarthy served as the director of metropolitan opportunity at the Ford Foundation from 2009 to 2014. In this role, he focused on promoting economic fairness and sustainability practices in urban areas across the United States.

Dr. McCarthy's career also includes academic contributions as a senior research associate at the Center for Urban and Regional Studies (CURS) at the University of North Carolina, a professor of economics at Bard College, a resident scholar at the Jerome Levy Economics Institute, as well as visiting scholar positions at King's College of Cambridge University in the United Kingdom, the University of Naples in Italy, and the Centre for Social Research in St. Petersburg, Russia.

The Lincoln Institute of Land Policy and Claremont Lincoln University recently launched the Lincoln Vibrant Communities program (LVC). The program embodies the organization's best thinking about traversing the gap between theory and practice while prioritizing leadership, action, collaboration, and tangible results. It aims to transform how people work, learn, and act together to solve the challenges faced by cities of all sizes.

The LVC aims to train a new generation of community leaders and equip them with the skills, tools and resources to transform the cities they work within. They equip leaders to engage a cross-sector team to work with residents and furnish the training, tools, resources and support needed to turn ideas into reality. The LVC program identifies and trains emerging leaders from diverse backgrounds and sectors to represent the public, private and civic sectors.

The Lincoln Vibrant Communities Program aims to bridge the gap between theory and practice while empowering local leaders to act and produce concrete improvements in participating cities. It cultivates innovation by prioritizing comprehension and adaptation over rote implementation and nurtures a spirit of continuous learning to pave the way for more effective and imaginative solutions.
